What Does A Degree of Error Mean?

When tests are used to measure something, a certain degree of error can be expected. This is because things can interfere with the measurement process. For example, in an exam situation, there might be noise in the room which makes it hard for students to concentrate. This can lead to errors in the assessment of the student's level of knowledge and ability.
